Background

Student1 is an elementary school aged child who resides with the Parents in the Council Rock School District. The Parents requested this hearing because they disagree with the District’s finding that Student is ineligible for special education under the Individuals with Disabilities Education Act [IDEA] as a child with a disability requiring specially designed instruction or for a Section 504 Plan as a child with a disability needing accommodations.
