II. BACKGROUND INFORMATION
Student, age 14, a resident of the Mars Area School District (i.e., the District), attended the District’s High School as a 9th grader during the 2005-2006 school year. In January 2006, Student’s mother, Parent, made a due process hearing request. The parties disputed whether or not Student is eligible for special education services and is entitled to compensatory education.
