Student enrolled in the District at the start of the 2007 – 2008 school year. Almost from the start of the school year Student exhibited both academic and behavioral difficulties. After making several attempts to gain permission to conduct an initial evaluation from Student’s parent, the District requested the present due process hearing seeking an order to allow it to complete an initial evaluation.
