II. BACKGROUND
Student is a xx-year-old eligible student in the Brownsville Area School District (hereafter District). He was in the 11th grade during the 2007-2008 school year receiving special education services with the primary disability category of Emotional Disturbance (hereafter ED). Toward the end of the school year, the District issued a Notice of Recommended Educational Placement (hereafter NOREP) for a full-time emotional support program. The parent disagreed with the NOREP and requested a due process hearing.
