Background
Student1 recently graduated from the Downingtown Area School District (hereinafter District), having been eligible for special education under the classification of other health impairment and specific learning disability. Student’s mother and father (hereinafter Parents) requested this hearing because they believe the District failed to offer Student a free appropriate public education (FAPE) in the areas of reading and writing. The District maintains that Student was not denied FAPE.
For the reasons presented below I find for the District.
